关于开展首届寻找湖南最美“三古一老”民俗文化活动的通知（征求意见稿）
一、活动目的
古镇、古村落、古民居、老手艺简称“三古一老”，是我国民间传统文化的集中体现，“三古”作为乡土建筑的精华，生动地展现着民族文化的丰富多样，鲜明地折射出其悠久的历史和民族文化的传统，它集人文、历史、建筑、民俗多种文化于一体，具有很高的历史、艺术、科学和旅游价值。而传统老手艺，虽然离我们的生活越来越远，但作为曾服务于一个时代的传统行业，其历史价值不容忽视。为弘扬传统民族文化，促进对湖南“三古一老”的保护，从而推进文化强省的发展进程，湖南省文联、湖南省民间文艺家协会、湖南省文化厅、湖南省旅游局、湖南锦福文化传媒联合发起举办寻找湖南最美“三古一老”（古镇、古村落，古民居，老手艺）民俗文化活动。
通过开展这个活动，促使全社会关注“三古一老”的发掘、传承、和发展，唤醒公众对古镇、古村落、古民居的自觉保护意识，在推进新农村建设和发展新兴手工业的同时，科学吸纳与保护“三古一老”，让民族传统文化与经济社会建设相融合，让优秀民间文化在现代化建设中代代相传。活动以湖南省所有行政村、建制镇为聚焦点，以民俗和生态为切入点，引导创建以风情古镇、特色民俗文化村、和传统手工作坊等为重点的主题乡村文化旅游，使其成为湖南旅游业发展的新标志、新风尚。
二、参评对象 湖南省内所有建制镇、行政村、古民居；居住在湖南或湖南出生的老手艺传承人；
三、参评标准
1.文化氛围浓厚：融合湖湘文化、地方文化和民俗文化等元素，具有
独具特色的民俗文化和人文特色。
2.历史悠久：古镇、古村落，古民居，都在百年以上。古村部落保存相对完整；具有鲜明的湖湘文化特色。
3.特色鲜明：有鲜明的地域特色和旅游主题。
4.老手艺具有稀缺性或抢救保护性，有传承人，具有历史价值和传承发展价值。
四、活动程序
本次活动采取自下而上层层推荐、社会评价、专家评审、机构授牌的程序进行。
1、报名阶段（4月中旬至5月底）：1.报名及推荐阶段（4月——5月）采用各村、镇、村民、老手艺者自荐，各县（市、区）推选的形式，各个地州市文联、文化局和旅游局联合初审，向省民协推荐5个“最美古镇、古村落、古民居”，5个具有代表性的传统老手艺，在5月底前将推荐材料发送至活动组委会指定邮箱进行参评。
2、社会评价（7月上旬到9月下旬）：通过报纸、电视等媒体对候选湖南“最美古镇、古村落、古民居、老手艺”进行宣传报道，并在湖南省民间文艺家协会官方网站开设寻找湖南最美“三古一老”活动专栏，对候选者以视频、图片、文字等多种形式进行宣传展示，网民可以通过网上留言方式对候选人进行投票。
3、组织著名艺术家采风活动（6月上旬至7月下旬）：组织油画、板画、国画、砂石画方面的顶级艺术家到各地呈报的古镇、古村、古民居进行采风创作。该类作品将从不同视角发现每个候选民居、村、镇的独特之美。并作为珍贵礼物送予大力支持本次活动的企业、企业家以及评选组委会收藏。
4、专家评审。（10月上旬）由主办单位和民俗文化权威专家组成专家评审团，从重视程度、古老历程、自然环境、地域特色、文化氛围等方面，对候选者进行专家评审。
5、组织评定（11月中旬）：湖南首届最美“三古一老”评选领导小组根据社会评价和专家评审结果，集体研究评定最美“三古一老”荣誉等级。
6、授予称号（12月中旬）：召开评选表彰大会，以宣传评选领导小组名义对表彰对象授予“湖南首届最美三古一老”荣誉称号。
7、评选结果集中宣传展示（12月下旬）：对获得“湖南最美（古镇、古村落，古民居，老手艺）”称号的单位和个人同时在中央电视台、中国影响力杂志、湖南日报、湖南电视台、红网等媒体进行宣传报道。同时，编辑出版发行“湖南最美古镇、古村落，古民居、老手艺品鉴”。
五、有关要求
评选活动设组委会和专门办公室。组委会认真做好评选的推荐、考察、审定等各项工作。坚持公平、公正、公开的原则，择优遴选，确保质量，把真正湖南最美的“三古一老”评选出来。充分利用新闻媒体，动员群众积极参与，广泛宣传，使评选表彰活动成为一次保护、弘扬、传播湖湘传统文化的教育实践活动。 活动评选细则及实施方案见附件。
请各地、市按工作进度要求将候选材料报送至寻找湖南最美“三古一老”组委会办公室（地点：湖南湘绣城）报送的材料包括：
1、湖南最美的“三古一老”候选推荐表，一式3份；
2、2000字左右的事迹材料（含电子版），主要介绍其历史文化价值，保护措施，要求内容真实、具体，并配有助于体现三古一老价值的照片；
